MANHATTAN, Kan. -- A 50-year-old man charged with killing a Clay Center pest control worker is being returned to the same psychiatric hospital he was discharged from in 2003.Howard Barrett was found incompetent to stand trial in Riley County District Court Tuesday in the Feb. 14, 2008, death of Thomas James. The 48-year-old James was working as an exterminator when he was beaten and stabbed in Barrett's Leonardville apartment.County Attorney Barry Wilkerson said Barrett will be sent back to Osawatomie State Hospital. Barrett was committed to the same hospital in 2002 after he was found incompetent to stand trial for the attempted murder of Steven Butler in Junction City. Wilkerson said current law fails to provide protection from violent offenders who are found incompetent to stand trial.
Well, this says a lot about our forgiving society! Sorry, but this guy should have been executed or NEVER been allowed to get out. I hope the family sues the Judge, The Dr., the State and anyone involved in letting this guy out!
